BRATTLEBORO — For two decades, the Windham County Heat Fund has supplemented funds from the federal Low Income Home Energy Assistance Program to take care of neighbors in need.
"It's totally different this year than it's been in all those years," said Richard Davis, fund co-founder.
Up until now, his organization would supplement the roughly $21 million allocated to 14 counties in Vermont.
