BRATTLEBORO — In what appeared to be the largest turnout at the Windham Southeast School District annual meeting, voters approved an approximately $65.8 million budget and shared their worries over high tax rates. 

"Judging by the size of the crowd, I think we will be busy," moderator Steven Brown said before articles were presented Tuesday at the Brattleboro Union High School gym where 242 voters participated in the annual meeting.
